The value of traditional Chinese medicine has been increasingly recognized in China

It can be found that although the performance of TCM techniques is limited to medical institutions, the informal way to acquire TCM knowledge and techniques is to obtain a TCM practice certificate, such as the rural Doctor Training Scheme.

In recent years, the value of traditional Chinese medicine has been increasingly recognized in China. Especially in the fight against COVID-19, TCM has proved to be effective. This paper intends to analyze the status quo and reality of laws and regulations of acupuncture and moxibustion through the study of legal documents and other types of related documents. It can be found that although the performance of TCM techniques is limited to medical institutions, the informal way to acquire TCM knowledge and techniques is to obtain a TCM practice certificate, such as the rural Doctor Training Scheme.

As for improving TCM services, a new regulation was introduced in 2017 to regulate TCM clinics. The introduction of the Drug Marketing Authorization Holder (MAH) in 2019 has improved the regulatory measures to ensure the safety and quality of drugs, including traditional Chinese medicine, while the newly revised Drug Administration Law has abolished the Good Manufacturing Practice (GMP) and the good quality Management certificate of drug supply, and the general responsibility for ensuring drug safety and quality is assumed by MAH. It is speculated that due to the health care function of TCM, Chinese people are becoming more and more accepting of TCM.

 

In recent years, especially after the promulgation of the Law of the People's Republic of China on Traditional Chinese Medicine (hereinafter referred to as the Chinese Medicine Law), great progress has been made in the management of traditional Chinese medicine. The value of traditional Chinese medicine has gained greater recognition among the official government.


Article 3 of the Law on Traditional Chinese Medicine stipulates: "The undertaking of traditional Chinese medicine is an important part of the national medical and health undertakings. The state should vigorously develop the cause of traditional Chinese medicine, implement the principle of attaching equal importance to Chinese and Western medicine, establish a management system in line with the characteristics of traditional Chinese medicine, and maximize the role of traditional Chinese medicine in the state's medical and health work (1)." Therefore, in the practice of traditional Chinese medicine, there is a trend to standardize and relax traditional Chinese medicine.
