Stephen C. Kelly was born on December 28, 1943, at St. Joseph’s Hospital in Philadelphia, PA, the fourth of five siblings. His father, Charles B. Kelly Sr., born in Virginia, moved to Philadelphia where he met his lovely bride-to-be, Juliet Elzie, from Crisfield, MD. His father worked as a bus driver for PTC (now SEPTA), and his mother served the City of Philadelphia as a Data Processing Analyst.
